We’re already the kings of CCTV. An estimated 20 per cent of the world’s CCTV cameras are in the UK, a remarkable achievement for an island that occupies only 0.2 per cent of the world’s inhabitable landmass.
A few years ago some local authorities introduced the Mosquito, a gadget that emits a noise that sounds like a faint buzz to people over the age of 20 but which is so high-pitched, so piercing, and so unbearable to the delicate ear drums of anyone under 20 that they cannot remain in earshot. It’s designed to drive away unruly youth from public spaces, yet is so brutally indiscriminate that it also drives away good kids, terrifies toddlers, and wakes sleeping babies.
Police in the West of England recently started using super-bright halogen lights to temporarily blind misbehaving youngsters. From helicopters, the cops beam the spotlights at youths drinking or loitering in parks, in the hope that they will become so bamboozled that (when they recover their eyesight) they will stagger home.

And now classical music, which was once taught to young people as a way of elevating their minds and tingling their souls, is being mined for its potential as a deterrent against bad behavior.
In January it was revealed that West Park School, in Derby in the midlands of England, was “subjecting” (its words) badly behaved children to Mozart and others. In “special detentions,” the children are forced to endure two hours of classical music both as a relaxant (the headmaster claims it calms them down) and as a deterrent against future bad behavior (apparently the number of disruptive pupils has fallen by 60 per cent since the detentions were introduced.)

The US now has a list of Americans that the country can now murder abroad if they are fraternizing with terror groups. The media are awash with talking heads bloviating about the top stories of the last decade. The wired-in society. The growth of organic food. The new frugality. This is the ritual that reveals their true function in the culture: pacification. It's their way of signaling the masses that Bigger Thinkers are looking after things, so go back to your Wii or Survivor or Facebook reveries.
The amazing thing is how little is ever mentioned about the stories that really mattered, those that affected the very nature of our society, its institutions, and the relation of the people to their state and society.
Those stories paint a picture of danger, of a people who have lost control of their government and the corporations that own it. But you'll hear nary a word about such difficult truths from any storyteller in the conventional media.
So here, in no particular order, are my Top Ten Stories of the Naughties, the ones that really matter.

The upside of this was that an awful lot of utter nonsense did not find mainstream distribution. The Internet threatens all this by speeding up circulation of unofficial data and simply bypassing the official information authorities. Crucially, it enables the creation and distribution of pure speculation or outright lies without significant legal hazard.
In the pre-Internet ‘knowledge order’, the label ‘conspiracy theory’ was one of the key management tools of the powers-that-be, enabling the denigration of a political or historical proposition without it having to be falsified. In the post-1964 sections of Dr Christopher Andrew’s 1,000-page history of MI5, In Defence of the Realm (Allen Lane, 2009), Andrew, as the spokesman for MI5, repeatedly dismisses the claims of critics of the agency as “conspiracy theories”. FAST is grounded in research on human behavior and psychophysiology, focusing on new advances in behavioral/human-centered screening techniques. The aim is a prototypical mobile suite (FAST M2) that would be used to increase the accuracy and validity of identifying persons with malintent (the intent or desire to cause harm). Identified individuals would then be directed to secondary screening, which would be conducted by authorized personnel. The aim is a prototypical mobile suite (FAST M2) that would be used to increase the accuracy and validity of identifying persons with malintent (the intent or desire to cause harm). Identified individuals would then be directed to secondary screening, which would be conducted by authorized personnel. This project is part of the Innovations Portfolio/Homeland Security Advanced Research Project Agency (HSARPA) Program within the S&T Directorate.

Police arresting people "just for the DNA"

Britain has built the world's biggest DNA database without proper political debate and police routinely arrest people just to get their DNA profiles onto the system, the genetics watchdog said in a report on Tuesday.
The Human Genetics Commission, which advises the government on the social, legal and ethical aspects of genetics, called for a review of the database and said new laws must be passed to govern its use. [Should it even exist?]
In a damning report, the commission said "function creep" had transformed the system from a DNA store for offenders into a database of suspects.
More than three-quarters of young black men aged between 18 and 35 are on the system, the report said.
Set up in 1995, the database contains the DNA profiles of five million citizens, eight percent of the population, making it the world's biggest in proportion to population size.

"If you've done nothing wrong, you have everything to worry about"

Whenever someone frets about the erosion of personal freedoms in our modern society, such as in the steady proliferation of surveillance cameras in public places, the stock answer, which is one I read all too often in my e-mail, is:
"If you haven't done anything wrong, you have nothing to worry about."
People who say this are fools, not to be too blunt about it. Not only are they willing to trade away my rights, since they haven't a basic appreciation of theirs, but their understanding of the relationship between government and the governed is one of subservience based on fear, and the idea that their fear is not only natural, but justifiably permanent given the state of the world.
Thus, we should all be fearful, all of the time. We should empower government to do whatever it feels necessary to protect us. The unquestioning nature of this logic not only institutionalizes fear, it makes it a patriotic duty. And the good citizen, the one who has done nothing wrong, will have nothing to worry about.
Oh, yeah?
Out of Britain comes the case recently of 40-year-old Jenny Paton, mother of three and, in the eyes of the state, a security hazard. Her crime? She was suspected of falsifying her address to enrol her daughter in a neighbouring school.
A covert surveillance operation was begun on her in 2008, when -- and I am not making this up -- an officer from the local education department followed her for three weeks. He noted her movements in a log. The department obtained her telephone records.
Paton had done nothing wrong. And the local council where Paton lives maintained it had nothing wrong, either. Under the Regulation of Investigatory Powers Act 2000, local governments have the power to use surveillance to investigate such picayune matters as reports of people not cleaning up after their dogs, or whose dogs bark too loudly, of people who don't recycle or who put out their trash early, of people who operate unlicensed taxicabs. Some 474 local governments and 318 agencies have availed themselves of these powers (including, hilariously, the Charity Commission), and they can, and do, use hidden cameras, examine phone records, track website visits and hire people to go undercover.

Sociologist David Lyons of Queen's University has a good line on this. He said surveillance efforts are no longer being based on "insurable risks" -- where risk was assessed on historical precedent -- but have shifted to "incalculable risks" -- those unimaginable acts of terrorism like 9-11 that government maintains can be countered only by increased security and surveillance.
In that sense, to allude to that hoary Bush-ism, the terrorists have won.
We not only fear the terrorists, but our governments, too.
