Internet companies and civil liberties groups were alarmed this spring when a U.S. Senate bill proposed handing the White House the power to disconnect private-sector computers from the Internet.
They're not much happier about a revised version that aides to Sen. Jay Rockefeller, a West Virginia Democrat, have spent months drafting behind closed doors. CNET News has obtained a copy of the 55-page draft of S.773 (excerpt), which still appears to permit the president to seize temporary control of private-sector networks during a so-called cybersecurity emergency.
The new version would allow the president to "declare a cybersecurity emergency" relating to "non-governmental" computer networks and do what's necessary to respond to the threat. Other sections of the proposal include a federal certification program for "cybersecurity professionals," and a requirement that certain computer systems and networks in the private sector be managed by people who have been awarded that license.

Representatives of other large Internet and telecommunications companies expressed concerns about the bill in a teleconference with Rockefeller's aides this week, but were not immediately available for interviews on Thursday.

Why Iceland and Latvia Won’t (and Can’t) Pay the EU for the Kleptocrats’ Ripoffs

Can Iceland and Latvia pay the foreign debts run up by a fairly narrow layer of their population? The European Union and International Monetary Fund have told them to replace private debts with public obligations, and to pay by raising taxes, slashing public spending and obliging citizens to deplete their savings. Resentment is growing not only toward those who ran up these debts – Iceland’s bankrupt Kaupthing and Landsbanki with its Icesave accounts, and heavily debt-leveraged property owners and privatizers in the Baltics and Central Europe – but also toward the neoliberal foreign advisors and creditors who pressured these governments to sell off the banks and public infrastructure to insiders. Support in Iceland for joining the EU has fallen to just over a third of the population, while Latvia’s Harmony Center party, the first since independence to include a large segment of the Russian-speaking population, has gained a majority in Riga and is becoming the most popular national party. Popular protests in both countries have triggered rising political pressure to limit the debt burden to a reasonable ability to pay.

Populations are asking not only whether debts should be paid, but whether they can be paid! If they can’t be, then trying to pay will only shrink economics further, preventing them from becoming viable. This is what has led past structural adjustment programs to fail.
Will Britain and the Netherlands accept this new reality? Or will they cling to neoliberal – that is, pro-creditor – ideology and keep on stubbornly insisting that “a debt is a debt” and that is that. Trying to squeeze out more debt service than a country could pay requires an oppressive and extractive fiscal and financial regime, Keynes warned, which in turn would inspire a nationalistic political reaction to break free of creditor-nation demands. This is what happened in the 1920s when Germany’s economy was wrecked by imposing the rigid ideology of the sanctity of debt.

Failure to recognize the limited ability to pay runs the danger of driving over-indebted countries out of the Western orbit. Iceland’s population is upset at the EU’s backing of the bullying tactics of Britain and Holland trying to extract reimbursement for bailing out their Icesave depositors – €2.6 billion to Britain and €1.3 billion to Holland. Social Democrats won April’s Althing election on a platform of joining the EU, but burdening the country with these Icesave debts would prevent it from meeting the Maastricht criteria for joining the EU. This makes it appear as if Europe is more concerned with debt collection than with getting new members.
Of most serious concern are the long-term consequences of replacing defaults by debt pyramiders and outright kleptocrats with a new public debt to international government agencies – debt that is much less easy to write off. Eva Joly, the French prosecutor brought into sort out Iceland’s banking kleptocracy, warned earlier this month that if Iceland succumbs to current EU demands, “Just a few tens of thousands of retired fishermen will be left in Iceland, along with its natural resources and a key geostrategic position at the mercy of the highest bidder – Russia, for example, might well find it attractive.” The post-Soviet countries already are seeing voters shift away from Europe in reaction to the destructive policies the EU has been supporting.
Neither Britain nor Holland, neither the EU nor IMF have provided a scenario for just how Iceland is supposed to pay the debts that are being claimed. How much will personal income and living standards have to fall? What government programs must be cut back? How many defaults on domestic mortgages and personal debts will result, and how much unemployment? How much emigration will occur? The models being employed treat these dimensions of the economic problem as “externalities,” but they are central to how the economic system works in practice.

The moral is that Newton’s Third Law of motion – that every action has an equal and opposite reaction – is applicable to politics and economics as well as to physics. As the most thoroughly neoliberalized disaster area, Iceland is understandably the first economy to push back. The past two years have seen its status plunge from having the West’s highest living standards (debt-financed, as matters turn out) to the most deeply debt-leveraged. In such circumstances it is natural for a population and its elected officials to experience a culture shock – in this case, an awareness of the destructive ideology of neoliberal “free market” euphemisms that led to privatization of the nation’s banks and the ensuing debt binge.
Iceland promises to be merely the first sovereign nation to lead the pendulum swing away from an ostensibly “real economy” ideology of free markets to an awareness that in practice, this rhetoric turns out to be a junk economics favorable to banks and global creditors. Interest-bearing debt is the “product” that banks sell, after all. What seemed at first blush to be “wealth creation” was more accurately debt-creation, in which banks took no responsibility for the ability to pay. The resulting crash led the financial sector to suddenly believe that it did love centralized government control after all – to the extent of demanding public-sector bailouts that would reduce indebted economies to a generation of fiscal debt peonage and the resulting economic shrinkage.

No doubt the post-Soviet countries are watching, along with Latin American, African and other sovereign debtors whose growth has been stunted by the predatory austerity programs that IMF, World Bank and EU neoliberals imposed in recent decades. The post-Bretton Woods era is over. We should all celebrate.

Celestials have been described in religious-historical texts as transcendental entities that have intervened in human civilization in the form of guardians and protectors. Celestials have played leading roles in helping humanity deal with extraterrestrial entities or other life forms that have the power to significantly impact on human civilization. Celestials appear to play critical roles in helping resolve conflicts associated with the use of advanced technologies. In some cases, celestials have directly intervened against extraterrestrial entities that have violated what appear to be universal norms such as non-intervention and the diffusion of advanced technologies to unprepared populations.
The apocryphal Book of Enoch vividly illustrates the complex relationship between celestials, extraterrestrials and humanity. In the Book of Enoch, a group of 200 extraterrestrial entities called the ‘Nephilim’, or ‘fallen angels’, come to Earth allegedly due to their attraction to human females. The Nephilim subsequently begin to interact with humanity by interbreeding:

The celestials have the power to manipulate the extraterrestrials to destroy themselves, in much the same way the extraterrestrials or Nephilim have fomented war and strife among humanity. The Book of Enoch describes a situation not unlike what exists in the contemporary era in terms of secret agreements between government/corporate entities with some extraterrestrial groups. These agreements have resulted in bizarre genetic experiments, massive violations of human rights and widespread manipulation of human society. Clearly, humanity has not yet developed the necessary ethical standards to be able to responsibly use advanced extraterrestrial technologies. Will history repeat itself with celestials directly intervening in human affairs to end the influence of a small but historically influential group of extraterrestrials collaborating with human elites?

25,000 hellos from Earth to Gliese 581d

More than 25,000 messages have been transmitted into outer space in a bid to reach a distant planet that may hold life.

The messages, transmitted at about midday AEST from the Tidbinbilla Deep Space Communication Complex outside Canberra, have come from 195 countries including some from places such as the Vatican city, Antarctica and Kosovo.
Each message, a maximum of 160 characters long, was collated on a website called "Friends from Earth" and all 25,880 messages were beamed together in a giant twitter-like message that took two hours to send.
Their target is the nearest Earth-like planet outside our solar system, called Gliese 581d, which is 20.3 light years away.
Scientists believe that as Gliese 581d is four planets away from its own sun, also named Gliese 581, the conditions make it possible to contain life.

The Democratic Party of Japan, that is expected to take power after the August 30th elections, is likely to implode within a year if it does not announce a new financial system for Japan. The Japanese public is placing excess hope on the DPJ government and this hope could quickly turn to bitterness unless truly drastic reforms are carried out. The Japanese government has been de facto bankrupt for several years; so unless the DPJ announces a new financial system and a restructuring of the debt, they will not have the money to carry out their plans. Any half measures and timid reforms are likely to just make matters worse.
So, the only way for Japan to return to fast economic growth and prosperity is to carry out reforms at least on the scale of the Meiji reforms that led to the modernization of Japan. The first step would be to close most financial institutions temporarily in order to reboot the nation’s finances. Anybody with more than the １0 million yen covered by deposit insurance in the bank will find they have less money in their accounts when the banks re-open.
If the DPJ government fails to carry out the needed reforms, a right-wing nationalist government will replace it.

What child's imagination has not been captivated by the near-magical transformation that caterpillars undergo to become butterflies? This is the result of an ancient hybridisation between an insect and a worm-like animal, according to zoologist Donald Williamson, and now he says there is enough genetic information to test the theory.
Unfortunately for Williamson, now retired from the University of Liverpool, UK, the early returns are not encouraging.
Many insect groups, such as butterflies, bees and wasps, have larval stages that look nothing like the adults. Most biologists believe these evolved gradually, perhaps because natural selection favoured juvenile stages that differed from the adults and thus would compete less with them.
Williamson offers a different explanation. At some point hundreds of millions of years ago a larva-less insect - something like a grasshopper or cockroach, say - hybridised with a velvet worm. Also known as Onychophora, velvet worms are worm-like invertebrates with stubby, leg-like appendages. According to Williamson's theory, the resulting hybrid and its descendants now develop successively through stages resembling both parents.

A new report circulating in the Kremlin states that Russian Space Scientists are warning that the United States and European Union plan to actually move the orbit of our Planet Earth, in what these Westerners are now calling an “accelerated phase”, is “doomed to failure” and could actually threaten the existence of all mankind.
Not being largely known by the Western peoples is that their present state of life under the twin terrors of war and Global economic collapse has, in reality, been a decades-long scheme by their leaders to suborn their citizens natural intellect in order to keep them from knowing the true terror of our times and from where our greatest danger lies, our own Solar System.

But, where in the 1980’s this “threat” to our Planet was abstract in nature, and its potential future course towards Earth was still being widely debated, this cannot be said today, as we can read from the latest reports on this mysterious brown dwarf twin of our Sun by Italian scientists:
“For two weeks, Pluto has been impacted, heating and disruption of a new celestial body too close to its orbit. The reason: a brown dwarf 1.9Mj size that is positioned right in "Sagittarius," and that currently is disrupting the orbit of Pluto. But not only that of Pluto, too, is disturbing the orbit of Jupiter and other planets of the solar system. In fact, the Sun, CMEs has issued in recent weeks that have caused a shift in our geomagnetic axis exactly in 19th, and an increase of the seismicity of 1.33 MW on average seismicity in 2008, so "literally" to confirm the theory "of our solar system binary. Something is coming, and clearly, the peak of the Oort cloud in the area of Sagittarius, is caused by a brown dwarf, which may also be viewed on the WorldWideTelescope, (WWT), right, tracing the orbit of Pluto.”
These new reports are further warning that the US and EU are “going forward” with their plan to actually attempt to move our Earth’s orbit so as not to experience the catastrophes known to our World’s most ancient of peoples when this “cosmic dance” of “planetary giants” is due to occur in our present age between the years of 2010-2012.
Russian scientists, however, describe as “sheer insanity” this plan of the West’s to make of our inner Solar System a “shooting gallery” of comets under the guise of protecting us from Global Warming, of which the West is still failing to fully inform its citizens is, in fact, occurring on all of the Planets.
Even worse, these reports warn that the United States and Israel’s planned “earthquake simulation”, due to take place on August 27th in the Negev desert, so that our Earth’s “new alignment” can be further “tweaked” after the “magnetic tides” of the combined Jupiter-Venus-Saturn meteor strikes “wash over” our electromagnetic field could, instead, cause “catastrophic tidal forces” to be unleashed upon our Planet.

The discovery that large amounts of oil could be found underground marked the beginning of a time during which this convenient fossil fuel became America’s [and the world's] dominant energy source.
But what began 150 years ago won’t last another 150 years — or even another 50. The era of cheap oil is ending, and with another energy transition upon us, we’ve got to scavenge all the lessons we can from its remarkable history.
“I would see this as less of an anniversary to note for celebration and more of an anniversary to note how far we’ve come and the serious moment that we’re at right now,” said Brian Black, an energy historian at Pennsylvania State University and and author of the book Petrolia. “Energy transitions happen and I argue that we’re in one right now and that we need to aggressively look to the future to what’s going to happen after petroleum.”

Small Fluctuations In Solar Activity, Large Influence On Climate

An international team of scientists led by the National Center for Atmospheric Research (NCAR) used more than a century of weather observations and three powerful computer models to tackle one of the more difficult questions in meteorology: if the total energy that reaches Earth from the Sun varies by only 0.1 percent across the approximately 11-year solar cycle, how can such a small variation drive major changes in weather patterns on Earth?
The answer, according to the new study, has to do with the Sun's impact on two seemingly unrelated regions. Chemicals in the stratosphere and sea surface temperatures in the Pacific Ocean respond during solar maximum in a way that amplifies the Sun's influence on some aspects of air movement. This can intensify winds and rainfall, change sea surface temperatures and cloud cover over certain tropical and subtropical regions, and ultimately influence global weather.
"The Sun, the stratosphere, and the oceans are connected in ways that can influence events such as winter rainfall in North America," says NCAR scientist Gerald Meehl, the lead author. "Understanding the role of the solar cycle can provide added insight as scientists work toward predicting regional weather patterns for the next couple of decades."
